Summary of PositionThe class works under general supervision and requires considerable knowledge of public, business, or human resources administration, and/or human resources processes and procedures in order to assist in the development of policies and procedures affecting employees and to provide technical assistance related to the assigned area. Assignments may include providing input into the development of human resources work processes and training staff members.
Incumbents complete assignments that require research, selection, and application of human resources techniques using independent judgment to make adaptations, modifications, and recommendations; assignments have clear and specified objectives and require the investigation of several variables.
Position Information
Essential Functions and Responsibilities:80% - Administers and manage employee leave(s) of absence programs in compliance with federal, state, collective bargaining agreements and university policies. Serves as primary point of contact for employees requesting leave(s) of absence and ensures accurate documentation, timely communication, and coordination with internal stakeholders.
Counsels employees regarding leave(s) of absence issues and eligibility in compliance with university policy and collective bargaining agreements. Tracks individual leaves(s) of absence and adjusts in applicable software system. Prepares and distributes notifications to employees and supervisors regarding leave(s) of absence. Utilizes appropriate electronic processes to track leave balances and usage. Works with Payroll Department to identify and track employees that are on approved leave(s) of absence.
Enters appropriate transactional information into the HRIS system as needed. Utilizes appropriate electronic processes to accomplish tasks. Develops correspondence, sends and processes appropriate forms/paperwork/correspondence; updates and coordinates required meetings for assigned areas.
Assist and/or administers all aspects of workers' compensation claims and applicable leaves of absences cases. Ensures compliance with state workers’ compensation laws and company policies while supporting injured employees through the claims, leave, and return-to-work process. Serves as the primary liaison between employees, and third-party administrators to ensure timely claim resolution and safe return-to-work outcomes. Collaborates with Payroll Department to support leave (s) of absences.
Assists and/or administers the university’s reasonable accommodation program in compliance with the Americans with Disabilities Act (ADA) and applicable state and local regulations. Supports the interactive process, evaluates accommodation requests, partners with employees and leaders, and ensures timely, compliant, and effective workplace solutions.
Reviews and updates employee leave balances, including vacation and sick leave, by verifying timekeeping records, reconciling discrepancies, and making adjustments as needed in the HRIS system to ensure accuracy and compliance with university policy and collective bargaining agreements.
Verifies eligibility for Faculty Improvement Leave (FIL) and Sabbaticals with chairs. Updates HRIS with leave dates and adjusts salary as needed.
Monitors and approves eligibility of employees for the tuition remission program in accordance with university policy and collective bargaining agreements.
Verifies claimant separation details for unemployment insurance claims and enters information into the unemployment employer portal or when received in the mail. Creates check requests for invoices received from the State of Ohio unemployment office.
Provides input on new program/policy design and/or implementation; maintains databases; aids employees; acts on behalf of supervisor as assigned.
Conducts public relations activities; assists in preparation of procedures manuals; assists in development of forms and instructional materials; reviews procedures and prepares memorandums recommending administrative changes to increase efficiency; assists with preparation of agenda, materials, information, and reports for meetings as assigned; attends meetings.
Serves as liaison, responds to inquiries, and represents the Office of Human Resources to current employees, administration, applicants, external agencies, etc.
Supports the labor relations function as needed.
Enters transactions into the HRIS; makes all changes and/or builds codes as needed; verifies accuracy in a timely manner.
Instructs employees in proper procedures to complete and submit forms and/or other documents; updates employees on new procedures. Prepares and processes various documents of a confidential and/or sensitive nature; proofreads and corrects errors in grammar, punctuation, and spelling. Coordinates special projects and provides information to administration.
20% - For all special projects, activities and programs: meets deadlines, prepares reports, organizes paperwork flow, streamlines where possible, and utilizes appropriate electronic processes to accomplish tasks.
Administers processes for collective bargaining agreements for Emergency Sick Leave (ESL) programs. Updates and develops forms as needed. Reviews materials for completeness and accuracy and records in applicable system. Records hours used or paid back and adjusts individual leave records in database and processes adjustments in applicable software system. Utilizes appropriate electronic processes to accomplish tasks.
Coordinates committees for Distinguished Service Awards for employment groups as needed; compiles list of recipients. Compiles list of employees to receive Years of Service Awards using applicable software system.Updates HRIS system for all award recipients and to prepare a list of all employee awards in preparation of awards dinner/event.
Serves as the Heritage Award Archivist for the annual Heritage Award; independently plans, coordinates and arranges the annual Heritage Award selection process. Prepares letters, agenda, and minutes; initiates annual call for nominations; distributes, collects, and acknowledges receipt of nominations; assembles and electronically distributes meeting booklets. Prepares and sends memo for the president advising him/her of the committee's recommendation with copies of biographies. Orders Heritage Award plaques and provides tech support to the committee chair during meeting. Provides biographies on recipients as well as contact information. Utilizes appropriate electronic processes to accomplish tasks.
Administers the Emeritus process including notifying emeritus recipients with Board of Trustees policy. Utilizes appropriate electronic processes to accomplish tasks.
Redesigns forms used by employees and administrators so they are user-friendly and data enterable. Performs clerical duties such as filing, opening and sorting mail, operating a variety of office equipment, etc.
Acts as liaison between office of human resources and employees in interpretation of policies, contracts, and Federal and State laws, rules, and regulations, as well as administrative procedures.

Other Functions and Responsibilities: Assists with training new hires.
Performs any and all other duties assigned and/or required that are within the level of responsibility for this classification at the discretion of the supervisor.
